The main result of the paper: ``Theorem 2.1. Let \(A=(a_{ij})\) be a matrix operator on \(l_ p\), \(1\leq p\leq \infty\), assume that (1) \(a_{ii}\neq 0\) for all \(i\in \mathbb{N}\) and \(\mid a_{ii}\mid \to \infty\) as \(i\to\infty\). (2) There exists a \(\sigma\in [0,1)\) such that for all \(i\in \mathbb{N}\), \(P_ i=\sum'_ j\mid a_{ij}\mid=\sigma_ i\mid a_{ii}\mid, \sigma_ i \in [0,\sigma]\). (3) Either \(FD^{-1}\in {\mathcal L}(l_ p)\) and \((I+\mu FD^{-1})^{-1}\) exists and is in \({\mathcal L}(l_ p)\) for every \(\mu \in (0,1]\), or \(D^{- 1}F \in {\mathcal L}(l_ p)\) and \((I+\mu FD^{-1})^{-1}\) exists and is in \({\mathcal L}(l_ p)\) for every \(\mu \in (0,1]\). Then the spectrum \(\sigma(A)\) of the closed operator \(A\) is non-emtpy and consists of discrete nonzero eigenvalues lying in the set \(\bigcup_{i=1}^ \infty R_ i\). Furthermore, any set of \(r\) Gersgorin discs intersects \(\sigma(A)\) in a finite set of eigenvalues of \(A\) with total algebraic multiplicity \(r\).`` Here \(\sum'_ j\) means the sum from one to infinity excluding the index \(i=j\), \(D\) is the diagonal of \(A\) and \(F=A-D\), moreover, \(R_ i=\{z\in {\mathbb{C}}:\;| z-a_{ii}| \leq P_ i\}\). The paper contains also variations of this theorem and investigations concerning the operator function \(A(\mu)=D+\mu F\). [For part I see Proc. R. Soc. Edinb., Sect.
