The author develops \(q\)-analogs of his former article [cf. part I of this series, ibid. 13, No.\ 3, 291-333 (1988; Zbl 0675.33007)]by an approach slightly different from the usual theory of quantum groups, laying special interest on the deformation of enveloping algebras of Heisenberg- Weyl and \(sl(2)\), thus obtaining \(q\)-Meixner polynomials which may be represented as \(_ 2\phi_ 1\) basic hypergeometric functions. The topics treated are: \(q\)-Heisenberg-Weyl algebra and \(q\)-Gaussian distribution, \(q\)-Krawtchouk polynomials, Al-Salam-Chihara (\(q\)-Meixner) polynomials, coherent state representation, calculus of commutation relations, polynomial representations, Chu-Vandermonde-Pfaff-Saalschütz formulas, \(sl(2)\)-type (quantum) Lie algebras, Clebsch-Gordan coefficients, interpretation of coherent state representations. He also gives a fairly long introduction to the \(q\)-world.
