The authors consider the design of rate-based congestion control of a high-speed communication network. The problem is formulated as a stochastic control problem where the controls of different users enter the system dynamics with different delays. In addition to considering the structure of an optimal controller, they consider suboptimal control in a certainty equivalence form.
