Let \(p\) be a prime. According to a conjecture of \textit{J.-P. Serre} [Duke Math. J. 54, 179-230 (1987; Zbl 0641.10026)], there is, to every mod-\(p\) representation \(\rho\) of \(\text{Gal} (\overline{\mathbb{Q}}/\mathbb{Q})\) a mod-\(p\) modular newform \(f\) such that at the unramified places the characteristic polynomial of \(\rho\) (Frobenius) equals the Hecke polynomial of \(f\). In this paper the author shows an analogue of this conjecture in a special case on GL\((p-1)\). First one reformulates the conjecture in terms of cohomology classes of arithmetic groups, which by the Eichler-Shimura theorem correspond to modular forms. In the paper it is shown that, given a \(p-1\)-dimensional Galois representation \(\rho\), induced from a ray class character of \(\mathbb{Q} (\zeta_p)\), there is attached a cohomology class with the corresponding Hecke eigenvalues. One even can give the arithmetic group, thus showing a strong version of Serre's conjecture.
