This paper constructs a new semigroup B(T,\(\alpha\),u) defined on \(N_ 0\times T\times N_ 0\) where T is a monoid with identity e, \(\alpha\) is an endomorphism of T such that \(e\in Im \alpha\), and u is a central element of T with \(u\alpha =e\). The product is given by \[ (m,x,k)(r,y,s)=(m+r\dot- k,\quad \alpha^{r\dot- k}(x)\alpha^{k\dot- r}(y)-u^{\delta (k,r)},\quad s+k\dot- r) \] where \(a\dot- b=\max (0,a-b)\), \(\delta (a,b)=0\) unless \(a=b>0\) when \(\delta (a,b)=1\). If u is a unit then B(T,\(\alpha\),u) is isomorphic to B(T,\(\alpha\),e), the semigroup that arises from the Bruck-Reilly construction and B(T,\(\alpha\),u) is regular iff T is regular and u is a unit. Idempotents and regular elements are identified and Green's relations \({\mathcal H}\), \({\mathcal L}\) and \({\mathcal R}\) are described. A new proof of Reilly's characterization of bisimple inverse \(\omega\)- semigroups is derived.
