    Let \(\Lambda =\{L_ 1,L_ 2,...,L_ k\}\) be an arrangement of \(k\geq 3\) distinct lines in \({\mathbb{P}}^ 2({\mathbb{C}})\), where the line \(L_ i\) is the solution of the linear equation \(\ell_ i=0\). We obtain a surface X(\(\Lambda\),n) by adjoining the elements \((\ell_ 2/\ell_ 1)^{1/n},(\ell_ 3/\ell_ 1)^{1/n},...,(\ell_ n/\ell_ 1)^{1/n}\) to the function field \({\mathbb{C}}(z_ 1/z_ 0,z_ 2/z_ 0)\) of \({\mathbb{P}}^ 2\). A Hirzebruch surface H(\(\Lambda\),n) is the minimal desingularization of X(\(\Lambda\),n). Sommese characterized those H(\(\Lambda\),n) with ample cotangent bundles T*H(\(\Lambda\),n). In this paper H(\(\Lambda\),n) with nef cotangent bundles are characterized. For a point \(p\in {\mathbb{P}}^ 2\) define \(r_ p\) by \(r_ p=cardinality of \{L\in \Lambda | \quad p\in L\}.\) Define \(t_ j\) by \(t_ j=cardinality of \{p\in {\mathbb{P}}^ 2| \quad r_ p=j\}.\) For any line L in \({\mathbb{P}}^ 2\) one sets: \(\gamma (L)=cardinality of \{p\in L| \quad r_ p\geq 3\},\) \(\delta (L)=cardinality of L\cap \{\cup_{\ell \in \Lambda}\ell \}\) if \(L\not\in \Lambda\) or \(\delta (L)=cardinality of \{p\in L| r_ p\geq 2\}\) if \(L\in \Lambda.\) Main theorem: Let \(\Lambda\) be an arrangement of \(k\geq 3\) lines with \(t_ k\neq 0\). Then T*H(\(\Lambda\),n) is nef if and only if (1) \(\gamma\) (L)\(\geq 1\) for all L in \(\Lambda\), (2) if \(n=2\) then \(t_ 3=0,\) (3) for any line L in \(P^ 2\), \(\delta\) (L)\(\neq 2\); and if \(n=2\), then \(\delta\) (L)\(\neq 3\).
