In the present paper the author shows that classical action potentials \(S_V\) and \(A_V\) on the free loop space of a closed Riemannian manifold \(M\) and of its cotangent bundle correspondently are Morse ones simultaneously for generic time periodic potential \(V\in C^\infty(S^1\times M,\mathbb R)\). Because of the dual interpretation of perturbed closed geodesics as critical points of above potentials, they define both Morse and Conley-Zehnder indices. These indices differ by sign and in some cases by term +1.
