This paper is devoted to generalization of the concept of \(p\)-regularity based on the technique of factor operators. Optimality conditions for a new class of problems are formulated and proved. For the first time, these conditions require that the gradient of the objective function belong to an open set, even though the geometry of the problem is closed.
