New ``universal'' perturbation bounds for invariant subspaces and eigenvalues of complex matrices are established. These include many absolute bounds and relative bounds as special cases. In particular, they include previous results of the author [Linear Algebra Appl. 309, 45-56 (2000; Zbl 0949.15025)] for invariant subspaces, as well as the classical Davis-Kahan, Bauer-Fike and Hoffman-Wielandt eigenvalue bounds. The effect of row scaling is also considered.
