This is an English translation of the famous paper by S. A. Chaplygin in which he established the integrability of a problem of the motion of a heavy body on a horizontal plane assuming that the geometric center of the body and its center of mass coincide. The inertia tensor is arbitrary. The paper was first published in [\textit{S. Tschaplygin}, Mat. Sb. 24, 139--168 (1903; JFM 34.0782.01)].
