J. Harper has asked whether there are non-suspension co-H spaces with cell structure \(X_f=\Sigma\mathbb{R}P^2\cup_f e^n\). The author answers this affirmatively: he shows that there are infinitely many non-suspension 2-local three cell complexes \(X_f\). He first reduces Harper's question as to whether the attaching map is a map of co-H spaces and the homotopy theory of a homotopy fibre \(F_H\) derived from the Hopf map \(H\). Then he specializes to \(\Sigma\mathbb{R}P^2\), using standard homotopy theory and combinatorial calculations for \(H\) introduced by F. Cohen. He also gives a partial classification of co-H spaces of the form \(X_f\). The final section discusses examples for small \(n\).
