For uncertain systems with unknown delay \[ \dot{x}(t)=(A_0+\Delta A_0)x(t)+(A_1+\Delta A_1)x(t-h(t))+ (B_0+\Delta B_0)u(t), u(t)=Kx(t), \] a robust stability criterion is proposed. An output feedback control law is constructed by separately designing the state-feedback control gain and the observer gain.
