    Lie bialgebroids constitute infinitesimal counterparts of Poisson groupoids and generalize both Poisson structures and Lie bialgebras. The goal of the paper is to classify all possible Lie bialgebroids \((\mathcal A,\mathcal A^*)\) which are regular, i.e. \(\mathcal A=D\oplus(M\times \mathfrak g)\), where \(D\subset TM\) is an integrable distribution and \(M\times\mathfrak g\) is the bundle of isotropy Lie algebras. The classification is described by the set of pairs \((\Lambda, \delta)\), where \(\Lambda\) is a section of \(\wedge^2\bar\mathcal A\) (\(\bar\mathcal A\) is the extended vector bundle of \(\mathcal A\)), and \(\delta:M\times \mathfrak g \rightarrow M\times \wedge^2\mathfrak g\) is a bundle map. In the case of transitive Lie bialgebroids a more refined classification is obtained. An application to dynamical \(r\)-matrices coupled with Poisson structures is given.
