    Let \(X\) be a smooth projective surface over an algebraically closed field \(k\), \(Y\) a smooth projective curve over \(k\), and \(f: X\to Y\) a generically smooth semistable curve of genus 3 over \(Y\). Assume that \(f\) is not smooth and that the generic fiber is not hyperelliptic. In this geometric setting, the author shows (affirmatively) the effective version (inequality) of Bogomolov's conjecture concerning the rational points on the generic fiber of \(f\) over the algebraic closure of the function field of \(Y\). The method employed to prove the inequality is to give an effective lower bound of the self-intersection of the relative dualizing sheaf \(\omega_{X/Y}\) and also to give effective upper bounds of the admissible constants of the metrized dual graphs of singular fibers.
