    The author investigates the small values of \(|\zeta({1\over 2}+it)|\), which is known to be small `most of the time'. Using value distribution results of A. Selberg for \(\zeta(s)\), the main result here is that, for \(c>0\), the measure of the set \(\{0<t\leq T: |\zeta({1\over 2}+it)|\leq c\}\) has the asymptotic value \(T/2\) with an error term \(O(T(\log\log\log T)^2/\sqrt{\log\log T})\). Let \(0<\gamma_1\leq\gamma_2\leq\cdots\) denote the positive ordinates of the complex zeros of \(\zeta(s)\), and define \(\gamma_-(t)=\gamma_n\) if \(\gamma_n\leq t<\gamma_{n+1}\), \(\gamma_+(t)=\gamma_{n+1}\) if \(\gamma_n<t\leq\gamma_{n+1}\). It is also proved that the measure of the set \(\{0<t\leq T:|\zeta({1\over 2}+it)|>\gamma_+(t)-\gamma_-(t)\}\) has the asymptotic value \(T\) with error term \(O(T\log\log\log T/\sqrt{\log\log T}) \).
