The article describes the behavior of solutions to two-dimensional Hamiltonian systems arising in the theory of small oscillations of a rotating ideal fluid. Representation is established for a class of exact solutions to linearized Euler equations (Poincaré-Sobolev system), and then a mathematical model is constructed for the origin and development of vortex structures in a cylindrical domain. The author considers the general properties of fluid oscillations and describes those connected with symmetry groups determined by the initial manifold of perturbations of velocity field. In particular, the author demonstrates that fluid motions are cellular-like, and synchronous appearance or disappearance of vortex structures holds in every cell. This is an English translation of the author's article [Mat. Tr. 4, No. 2, 155--206 (2001; Zbl 0998.76094)].
