    A contact metric manifold \((M,\phi ,\xi ,\eta ,g)\) is a \((2n+1)\)-dimensional manifold \(M\) equipped with a contact 1-form \(\eta\) such that \(\xi\) is the characteristic vector field (characterized by \(\eta (\xi )=1\) and \(d\eta (\xi ,\cdot )=0\)), a \((1,1)\)-tensor \(\phi\) and a Riemannian metric \(g\) satisfying \[ \phi ^2 X=-X+\eta (X)\xi,\quad \eta (X)=g(X,\xi ),\quad d\eta (X,Y)=g(\phi X,Y), \] for all vector fields \(X,Y\) on \(M\). In particular, let \(M\) be a 3-dimensional contact metric manifold and \(h=\lambda h^+-\lambda h^-\) be the spectral decomposition of \(h=\frac{1}{2} {\mathcal L}_\xi \phi\) (\({\mathcal L}\) being the Lie derivative operator) on \(U_1\), the open subset of \(M\) where \(h\neq 0\). If \(\nabla _{h^- X}h^- X=[\xi ,h^+X]\) for all vector fields on \(M\) and all points of an open subset \(W\) of \(U_1\) and \(h=0\) on the points of \(M\) which do not belong to \(W\), then the manifold is said to be a semi-K-contact manifold. In this paper, the authors study 3-dimensional contact metric manifolds \(M\) with constant scalar curvature along \(\xi\) and \(e\) or \(\phi e\) satisfying \(Q\xi =\rho \xi\), where \(Q\) is the Ricci operator, \(\rho\) a smooth function and \(e\) an eigenvector of \(h\). They prove that there is a decomposition of the manifold into open submanifolds such that each submanifold is either a Sasakian manifold or a locally homogeneous space or a semi-\(K\)-contact manifold. Moreover, the union of these submanifolds is dense in \(M\). In the last section, the authors study semi-\(K\)-contact manifolds. In particular, they prove that every closed semi-\(K\)-contact manifold of dimension 3 is a non-trivial torus bundle over the circle. On the other hand, they give explicit examples of this kind of manifolds.
