    The author proves an asymptotic formula for the mean-square values of certain families of \(L\)-functions. Let \(k\) be a number field containing the \(r\)th roots of unity. We let \(S\) be a set of places so that the corresponding ring of integers is a principal ideal domain. For \(n\) in this ring let \(\chi_n\) be the character \({\mathfrak m}\mapsto (\frac n {\mathfrak m})\), the \(r\)th order Legendre-Jacobi symbol which is to be understood in this ring. (The author interprets this ring as the localization of the ring of integers at a finite set of primes and his language is closer to that of Hecke.) If \(\psi\) is a unitary Größencharakter of \(k\) then we can form the \(L\)-function \(L_S(s,\psi)\) where the subscript \(S\) means that we omit the factors corresponding to \(S\). The goal of this paper is to analyse the asymptotics of \(n \mapsto | L_S(s,\psi\chi_n)| ^2\) and of this function times \(\rho(n)\) where \(\rho\) is a further unitary Größencharakter. Here \(s\) lies between \(\frac 12\) and \(1\). The method used is that of multiple Dirichlet series. The general strategy is to prove partial functional equations using known functional equations in one variable and to extend these using Bochner's tube theorem. In order to carry out this strategy the author makes use of those Dirichlet series whose coefficients are Gauss sums and whose analytic properties can be determined from the theory of metaplectic groups. The argument is carried out in detail when \(r=4\) and is sketched in the general case. He expresses his results in terms of Riesz means of moderately high order (\(\geq 33\) in the case \(r=4\)) and they are unusual and suggestive as the asymptotic behaviour takes on a singular form at \(s= 1-\frac 1r\).
