    If \((P,\omega)\) is a compact symplectic manifold equipped with a Hamiltonian torus action one easily built a map \(J: P\rightarrow {\mathfrak t}^*\) called the moment map from \(P\) to the dual \({\mathfrak t}^*\) of the Lie algebra \(\mathfrak{t}\) of the torus \(T\). As the torus action preserves the level sets of \(J\) and the Lie group \(T\) acts freely on \(J^{-1}(\mu)\) the reduced symplectic space \(P_{\mu} = J^{-1}(\mu)/T\) has at worst orbifold singularities. In particular one can prove that the equivariant cohomology of the level set \( J^{-1}(\mu)\) is rationally isomorphic to the ordinary cohomology of the quotient manifold \(J^{-1}(\mu)/T\). By a restriction to the level set in equivariant cohomology and subsequent use of the above-mentioned isomorphism one gets the so called Kirwan map \(k_{\mu} : H^*_T(P) \rightarrow H^*(P_{\mu})\). It is known that \(k_{\mu}\) is a surjection for all regular values of \(J\). If \(I_{\mu}\) denotes the kernel of this map the authors of the paper prove that this is an ideal which distinguishes the components of the set of the regular values of \(J\) when the fixed point set consists of isolated points.
