A spinning charge coupled to a Maxwell field is considered, where an appropriate symmetry in the initial conditions allows the charge to remain at rest. It is shown that any time-dependent finite energy solution converges to the sum of a soliton solution and an outgoing free wave, for which the convergence holds in the global energy norm. Stability is established, subject to conditions on the magnetic field, and the evolution of the angular velocity is shown to be determined effectively by finite-dimensional dynamics. The proof of this result is obtained by using a non-autonomous integral inequality.
