A locally convex space \(E\) is said to have the Minlos property (MP) if on \(E'\) any cylindrical measure with continuous on \(E\) Fourier transform is \(\sigma (E',E)\)-Radon. Minlos' theorem asserts that all nuclear spaces have MP. It is shown that, conversely, if a locally convex space \(E\) has MP, is barrelled and the strong dual \(E_b'\) possesses property (B) in the sense of A. Pietsch, then \(E\) is nuclear. This assertion covers many known results of the same sort. Reviewer's remark. At the end of the paper an example of non-nuclear Fréchet space \(E\) is presented (p. 861) with the following property: on \(E'\) any continuous Gaussian cylindrical measure is Radon. A similar example was earlier found also by \textit{D. Kh. Mushtari} [Theory Probab. Appl. 18, 64-75 (1973); translation from Teor. Veroyatn. Primen. 18, 66- 77 (1973; Zbl 0304.60003)].
