      High order numerical quadratures for approximating layer potentials over curved domains in \(\mathbb{R}^3\) are described in general terms. The method depends on the tensor product of Gauss-Legendre quadrature formulae. Error estimates are given. The method is shown to be also useful for evaluating surface integrals which contain kernels which are pseudo-homogeneous of degree \(-1\). A numerical application is given for the solution of an integral equation which arises in the solution of the exterior Neumann problem of two- dimensional potential theory.
