Polynomials are considered which are orthogonal with respect to the linear functional \({\mathcal U}\) defined by \[ \langle{\mathcal U}, p\rangle= \int^\infty_0 x^\alpha e^{-x} p(x)dx+ M_0 p(0)+ M_1 p' (0), \qquad \alpha> -1, \] which is a generalization of the classical Laguerre functional. A representation of these polynomials is given in terms of the classical Laguerre polynomials and it is shown that these polynomials exist for all values of \(M_0\) and \(M_1\) if the degree is large. Moreover, it is shown that these generalized Laguerre polynomials can also be expressed in terms of a \({}_2 F_3\)-hypergeometric series. The results are quite similar to those obtained by H. G. Meijer and the reviewer in [\textit{R. Koekoek} and \textit{H. G. Meijer}, A generalization of Laguerre polynomials, SIAM J. Math. Anal. 24, No. 3, 768-782 (1993; Zbl 0780.33007)], where Sobolev-type inner products were considered instead of the linear functional \({\mathcal U}\).
