The author considers sequences \((x_n )^\infty_{n=1}\) in the unit interval \([0,1 )\). It is shown that the three limit relations \[ \lim_{N\to \infty} {1\over N^2} \sum_{m=1}^N\;\sum_{n=1}^N |x_m- x_n|=0, \qquad \liminf_{N\to \infty} {1\over N} \sum_{n=1}^N x_n=0, \qquad \limsup_{N\to \infty} {1\over N} \sum_{n=1}^N x_n=1 \] are necessary and sufficient for \((x_n)\) to have its only distribution functions be all one-jump functions. This gives also further insight to \textit{G. Myerson}'s concept of maldistribution [cf. Lect. Notes Pure Appl. Math. 147, 163-190 (1993; Zbl 0789.11043)]. An extension to higher dimensions is given in the subsequent paper by \textit{P. Grabner}, \textit{O. Strauch} and \textit{R. F. Tichy} [Math. Pannonica 8, No. 2, 215--223 (1997; Zbl 0923.11110)].
