    The following boundary-value problem is considered in a plane annular domain \({\mathcal D}= \{x\in \mathbb{R}^2: \mathbb{R}_1< |x|< \mathbb{R}_2\}\), \[ -\nu \Delta \overline u+ (\overline u\cdot \nabla) \overline u+ 1/\rho \nabla p= 0,\quad\text{div } \overline u= 0\quad \text{in }{\mathcal D},\quad \overline u|_{\partial{\mathcal D}}= \overline b. \] Here, \(\nu\) and \(\rho\) are positive constants. The vector \(\overline b\) has the form \[ \overline b= {\mu\over R_i} \overline e_r+ \omega_i R_i \overline e_\theta\quad\text{on } \Gamma_i= \{x\in \mathbb{R}^2: |x|= R_i\}, \] where \(\mu\), \(\omega_1\), \(\omega_2\) are constants and \(\overline e_r\), \(\overline e_\theta\) are the unit vectors of polar coordinates. An exact solution is constructed. It is proved that this solution is unique if \(|\mu|\), \(|\omega_1|\) and \(|\omega_2|\) are sufficiently small. The novelty of the result is that for the boundary value \(\overline b\) \[ \sum^2_{i= 1} \int_{\Gamma_i} \overline b\cdot \overline n dS= 0 \] but \(\int_{\Gamma_i} \overline b\cdot \overline n dS\neq 0\), \(i= 1,2\), if \(\mu\neq 0\).
