The dimension of the set of matrices with a given set of elementary divisors or Jordan canonical form is investigated. It is shown that either the differential geometric concept of tangent space of an orbit, or the staircase algorithm of successive range nullspace separations common in numerical analysis, could be used to find this dimension. The Kronecker canonical form of a possibly singular, and not necessarily square, matrix pencil is investigated in a similar spirit. Results of this kind are of interest when one seeks a pencil, which is close to one given by uncertain data, but belongs to a set of as small dimension as possible.
