The author studies non-Noetherian commutative rings \(R\) with identity which satisfy the \(n\)-generator property (all finitely generated ideals of \(R\) can be generated by \(n\) elements), with particular emphasis to reduced quasi-local group rings \(R[G]\) for a nonzero abelian group \(G\). It is shown that such an \(R[G]\) has the 2-generator property if and only if \(|G|=p\) is prime, \((R,M)\) is a valuation domain, and either \(p=2\) or \(M=pR\). Moreover, if such an \(R[G]\) satisfies the 2-generator property, then each finitely generated torsionfree \(R[G]\)-module is isomorphic to a direct sum of ideals. For \(R\) as in the above characterization, it is also determined when there are only finitely many isomorphism classes of indecomposable finitely generated torsionfree \(R[G]\)-modules.
