The problem considered in the paper is topical in view of the unsatisfactory state of development of the so-called local control systems (LCS) software. The power of the multilevel structured program design (MSPD) methodology, the system of algorithmic algebras (SAA) as its core tool, is shown to possess potential for significant impact on the LCS software development process. Design tools using the SAA methodology for the operation of control systems in bar-rolling mills are constructed and their capabilities are considered.
