For integers \(g, h>1\), a real number is called a Cassels-Schmidt number of type \((g, h)\) if it is normal to base \(g\) but non-normal to base \(h\). A subring of \(\mathbb{R}\) is called a Wagner ring of type \((g, h)\) if each non-zero element is a Cassels-Schmidt number of type \((g, h)\). \textit{G. Wagner} showed that such rings existed in the case when \(g\) is a proper odd divisor of \(h\) and \(g\) and \(h/g\) are coprime [J. Number Theory 54, 211-231 (1995; Zbl 0834.11032)]. The authors extend Wagner's result to pairs of integers \(g\), \(h\) with \(g\mid h\) and for which there exists a prime \(p\) dividing \(h/g\) but not dividing \(g\). The proof is a modification and simplification of the original one; some earlier generalisations and some open problems are discussed briefly.
