The main results of this paper are the following: Theorem 1. Let \((M^n,g)\) be an \(n\)-dimensional complex submanifold of \(\mathbb{C}^{n+r}\) with \(g\) the restriction of the Euclidean metric. Suppose \(g\) has nonpositive sectional curvature. Then the following holds: (a) If \(r<n\), then \(M\) is ruled, namely, there exists a holomorphic foliation \(\mathcal F\) on an open dense subset \(U\) of \(M\) with each leaf of \(\mathcal F\) totally geodesic in \(\mathbb{C}^{n+r}\). (b) If \(r=n\) and \(M\) is not ruled, then it is holomorphically isometric to the product of \(n\) complex plane curves. Theorem 2. Suppose \(M^n\) is a complex submanifold of the complex space form \(Q^{n+r}_k\) with \(g\) the restriction of \(M\) of the canonical metric of \(Q\). Assume \(r\leq n\), \(k\neq 0\), and \(g\) has nonpositive extrinsic curvature. Then \(M\) is ruled in \(Q\). The technical part used in the proof consists of proving the simultaneous diagonalization of the second fundamental form, under some circumstances. In the last part of the paper, a characterization of those ruled submanifolds in a complex space form which are developable (i.e., the tangent space is constant along each ruling) is given and the result which shows that any ruled submanifold in a complex space form with nonpositive extrinsic curvature is developable is proved.
