    The system \[ {dx\over dt}=Ax+b\xi,\;\sigma=c^px,\;\xi(t)=\varphi[\sigma(t),t],\quad t\geq 0\tag{1} \] is considered. Here \(x(t)\in\mathbb{R}^n\), \(\sigma(t)\in\mathbb{R}^1\), \(\xi(t)\in\mathbb{R}^1\), \(A\), \(b\), \(c\) are real constant matrices of orders \(n\times n\), \(n\times 1\), \(n\times 1\). Let \(\mu>0\) and \(\mathcal M\) be the class of functions \(\varphi(\sigma,t)\) such that \(0\leq{\varphi(\sigma,t)\over\sigma}\leq\mu\) for all \(\sigma\neq 0\), \(t\). The system (1) is called absolutely stable in the class \(\mathcal M\) if \(|x(t)|\to 0\) as \(t\to\infty\) for \(\varphi\in{\mathcal M}\) uniformly by \(\varphi\in{\mathcal M}\) and by \(x(0)\), \(|x(0)|\leq\text{const}\). It is supposed that the following necessary conditions of absolute stability hold: \(A\) and \(A+\mu be^*\) are Hurwitz matrices. It is well-known that the ``frequency'' inequality \(\mu^{-1}+\text{Re }W(i\omega)>0\) for all \(\omega\geq 0\), where \(W(\lambda)=c^*(\lambda I_n-A)^{-1}b\) is sufficient for absolute stability (``circle criterion'') [see for example, the reviewer, Dokl. Akad. Nauk SSSR 149, No. 2, 288-291 (1963)]. The functional \(B(a,\alpha,\nu,y(\cdot))\) is constructed which depends on \(y(\cdot)\in L_1(-\infty,+\infty)\) and real \(a\), \(\alpha\), \(\nu\) such that the relation \[ \exists a,\alpha,\nu,y(\cdot): \mu^{-1}+\text{Re }W(i\omega)+B(a,\alpha,\nu,y(\cdot))>0 \] is a sufficient condition for absolute stability.
