By means of the discrete characterization of these spaces similar to the \(\varphi\)-transform of Frazier and Jawerth, the author characterized the Fourier multipliers between the anisotropic inhomogeneous Besov spaces \(B^{s_0}_{p_0,q_0}\) and \(B^{s_1}_{p_1,q_1}\) with \(0<p_0\leq\min\{1,p_1\},\) \(0<p_1<\infty,\) \(s_0, s_1\in R\) and \(0<q_0, q_1\leq\infty.\)
