The paper deals with the system of equations \({\mathbf u}_t=-\nabla({p\over\rho})+\nu\Delta u\), \(u_x+v_y=0\) on \(y<0\) with boundary conditions \(u=0\), \(v=0\) on \(y=-h\); \(u_y+v_x=0\), \({p\over\rho}-2\nu v_y-g\eta=0\) on \(y=0\), where \(\eta_t=v\), \({\mathbf u}=(u,v)\). The system describes the viscous fluid with finite depth \(h\) when the surface tension is neglected. The main result shows the existence of slow modes of decay for small wavelengths.
