This paper studies the Iwasawa theory on finite fields: Consider the tower of Igusa curves of level \(Np^r\): one can associate the group of \(F_p\) points of its jacobian and take the projective limit: one gets an Iwasawa module. The paper relates its characteristic function to the usual one for the cyclotomic extension by a divisibility result. Such a result has already been obtained by \textit{B. Mazur} and \textit{A. Wiles} [Am. J. Math. 105, 507-521 (1983; Zbl 0531.12015)] in a more particular case (just \(N=1\)); the main interest of the paper is the use of a new method without considering the cusp group, but concentrating on the Hecke algebra and its action and comparing it to the Galois action.
