The authors present a conservative and entropy-stable numerical scheme on bounded domains. The necessary entropy bounds are obtained by a specific entropy pair which has also been used by \textit{Olsson} and \textit{Oliger} [Energy and maximum norm estimates for nonlinear conservation laws. Technical Report 94.01, Research Institute of Advanced Computer Science (1994)]. This specific entropy pair allows to ``weakly impose characteristic-based boundary conditions''. It is shown that the derived numerical scheme is strongly entropy stable, i.e. satisfies both a global entropy estimate and a local entropy inequality. The proofs are carried out for scalar equations but can be extended to systems of conservation laws. Additionally, some numerical test cases for the one dimensional Euler equation of gas dynamics are provided where the robustness of the numerical scheme is investigated. The scheme behaves well and the tests indicate that the stated boundary inequality is fulfilled. Furthermore, a non-conservative global entropy stable scheme is proposed for approximating smooth flows since ``it can be easily extended to higher orders of accuracy.''
