Let \(k\) be a number field and let \(\pi: {\mathcal E} \to {\mathbb P}^1\) be a rational elliptic surface defined over \(k\). One problem regarding such surfaces is the relation between the rank of the special fibers over \(k\) with that of the generic fiber over \(k({\mathbb P}^1).\) In the paper under review the author proves that rational elliptic surfaces defined over \(k\) and satisfying certain conditions (see Theorem 1.3 and Theorem 1.4 for the precise assumptions) have the property that the rank of the fibers is greater than or equal to the generic rank plus two and that this happens for infinitely many fibers. In the appendix the author gives examples for which the conclusion of the above theorems is still valid and thus the main result holds for a larger class of rational elliptic surfaces.
