    The spectrum of a Schrödinger operator comprises two main regimes: the insulator region characterized by localized states and the metallic region defined by extended states. The transfer from one to the other is ruled by the so-called Anderson-metal insulator transition, and the purpose of the present paper is to study the later in a general non ergodic setting, with minimal requirements on the model to fit the dynamical characterization of localization and delocalization using a local transport exponent. The main tool is the Multiscale Analysis (MSA) and the Bootstrap MSA. Uniform Wegner estimates for Delone-Anderson type potentials are derived.
