    Let \(U\) and \(V\) be modules, and \(X : V\to V\) and \(Y : U\to U\) be module endomorphisms. The map \(X\) is \textit{elementarily strong shift equivalent} to \(Y\) if there are two module morphisms \(R : V\to U\) and \(S : U\to V\) such that \(X=S\circ R\) and \(Y=R\circ S\), and denoted by \(X\approx Y\) (see Definition~2.20). Moreover, \(X\) is \textit{strong shift equivalent} to \(Y\) if there is a finite sequence of module morphisms \(\{X_{1}, X_{2}, \dots, X_{n}\}\) such that \(X\approx X_{1}\approx X_{2}\approx \cdots \approx X_{n}\approx Y\). Then we denote this \(X\sim Y\) (Definition~\(2.21\)). It immediately follows from the definition that \(\text{Tr}(X)=\text{Tr}(Y)\) if \(X\sim Y\). In the paper under review, for any extended 3-manifold \(M\) with an epimorphism \(\chi : H_{1}(M,{\mathbb Z})\to{\mathbb Z}\), the authors define a strong shift equivalence class \(Z(M, \chi)\) from a framed tangle which arises in a ``surgery presentation'' of the manifold. This invariant is inspired by \textit{T. Ohtsuki} [Int. J. Math. 20, No. 7, 883--913 (2009; Zbl 1176.57017)]. Moreover, they relate the Turaev-Viro endomorphism to Ohtsuki's invariant, and give a different proof of the invariance of Ohtsuki's invariant. In Section~2, extended \(3\)-manifolds, surgery presentations, strong shift equivalences and some notations are defined. In Section~3, the authors define morphisms from tangles by using the \((2+1)\)-TQFT constructed by Blanchet, Habegger, Masbaum and Vogel (Definition~3.4). Moreover, for any extended \(3\)-manifold, they construct a tangle from a surgery presentation of the manifold and the morphism from the tangle. The strong shift equivalence class of the morphism is denoted by \(Z(M, \chi)\). The proof Theorem~3.7 which states that the class \(Z(M, \chi)\) is well-defined is postponed to Section~\(6\). In Section~4, the Turaev-Viro endomorphisms are explained. In Section~5, it is proved that for any extended \(3\)-manifold, the tangle morphism and the Turaev-Viro endomorphism of the manifold coincide up to strong shift equivalence. In Section~7, the authors show that the colored Jones polynomial is determined by the Turaev-Viro endomorphisms, and vice versa. Finally, in Section~8, some computational examples are given.
