    Let \(X\) be a proper variety over a finite field \(k\). Let \(\text{CH}_0(X)\) denote the Chow group of 0-cycles on \(X\) modulo rational equivalence, and let \(\pi_1^{\text{ab}}(X)\) denote the abelian étale fundamental group of \(X\). The reciprocity map \(\rho_X:\text{CH}_0(X)\rightarrow\pi_1^{\text{ab}}(X)\) in the title is defined by sending the class of a closed point \(x\) to the Frobenius substitution at \(x\). An equidimensional separated scheme of finite type over \(k\), which is everywhere étale locally isomorphic to \(\text{Spec}(k[T_0,\dots,T_d]/(T_0\dots T_r))(0\leq r\leq \dim X)\) is said to be normal crossing. Furthermore a normal crossing variety over \(k\) is called simple if any irreducible component of \(X\) is smooth over \(k\). In this paper the author constructs a simple normal crossing variety \(X\) over \(k\) for which \(\rho_{X\otimes F}/n\) is not injective for any finite extension \(F/k\) and some \(n>0\). For the proof he employs an exact sequence \(H_2(\Gamma_X,\mathbf {Z}/n)\rightarrow\text{CH}_0(X)\rightarrow\pi_1^{\text{ab}}(X)\), which is constructed in [\textit{U. Jannsen} and \textit{S. Saito}, Doc. Math., J. DMV Extra Vol., 479--538 (2003; Zbl 1092.14504)], where \(\Gamma_X\) denotes the dual graph of \(X\).
