The paper under review is the natural continuation of two previous works of the author [Math. Z. 253, No. 2, 251--262 (2006; Zbl 1097.14032); Rend. Semin. Mat., Univ. Politec. Torino 68, No. 2, 127--137 (2010; Zbl 1211.14044)]. The main goal of the article is to show that the the holomorphic Euler characteristic \(\chi\), for minimal surfaces of general type with \(K^2=2\chi-1\) and non-trivial torsion subgroup of the Picard group (\(\mathrm{Tors}\)), is less then or equal to \(4\). This bound is sharp and it improves the previous one \(\chi \leq 6\) given in [Zbl 1097.14032]. In addition, the author gives a complete description for the surfaces \(X\) with \(\chi=4\). In this case \(X\) has \(\mathrm{Tors}(X) \cong \mathbb Z/2\). Moreover, \(X\) is obtained, roughly, as a free quotient by \(\mathbb Z/2\) of a double cover of the Hirzebruch surface \(\Sigma_d=\mathbb P(\mathcal{O}_{\mathbb P^1} \oplus \mathcal O_{\mathbb P^1}(d))\) (\(d= 0\) or \(2\)) branched over \(B \in |-4K_{\Sigma_d}|\), where \(B\) has exactly two \([3,3]\)-points. Finally, the author gives a description of the moduli space of these surfaces. More precisely, he proves that any two minimal surfaces with \(K^2=2\chi-1\), \(\chi=4\) and \(\mathrm{Tors}(X) \cong \mathbb Z/2\) are equivalent under deformation of complex structure. The coarse moduli space for minimal surfaces with these invariants is a unirational variety of dimension \(29\). Using this detailed description the author also proves that these surfaces present the so called non-standard case for the non-birationality of the bicanonical map.
