    The author is an expert in the theory of Besov (\(B\)) and Triebel-Lizorkin (\(F\)) spaces and has written several books on those spaces and their description in terms of wavelets. Briefly, one decomposes a function \(f\) on a space \(\mathbb R^d\) into pieces of its Fourier transform on annuli with scale \(j\) \(( 2^j < |x| < 2^{j+1})\) and the norm is computed either by summing an \(l^q\) norm over the scale and then integrating the \(L^p\) norm over space (\(F\) spaces) or integrating an \(L^p\) norm over space and then taking the \(l^q\) norms of the pieces at scale \(j\) (\(B\) spaces). He begins in Chapter 1 and 2 of this book by rapidly recalling the basic facts and constructions related to those spaces (denoted generically \(A^s_{p,q}\)) as well as their description via wavelets where one has similarly two parameters associated with the wavelet coefficients and one order of summation gives the \(F\) spaces and the other the \(B\) spaces. He then studies the local versions of those spaces, where one also measures the approximation of functions by wavelet approximations. These are called \( \mathcal{L}^r A^s_{p,q}\) . The author gives an excellent introduction to the construction and application of the Morrey spaces in Chapter 3. The original Morrey space is extended to the context of his local \(\mathcal{L}^r A^s_{p,q}\) spaces. The standard embedding properties are verified and applications are given to the local behavior of solutions of the heat equation (Chapter 5) and of the Navier-Stokes equations (Chapter 6). A number of open problems are highlighted throughout the book. The original Morrey spaces suffered from the failure of one natural interpolation property. This is less important when solving nonlinear equations like the Navier-Stokes equation.
