In a recent paper, \textit{J. A. Davis} and \textit{J. Jedwab} [A unifying construction for difference sets, J. Comb. Theory, Ser. A 80, No. 1, 13-78 (1997; Zbl 0884.05019)] introduced the notion of building sets to give a unified construction of many different types of difference sets. One ingredient in this unification are covering extended building sets (CEBS) which may be viewed as a generalization of the combinatorial structure formed by the hyperplanes in a finite vector space. The existence of CEBSs immediately gives rise to difference sets. Therefore, it would be interesting to find more examples of CEBSs. Chen obtained some necessary conditions for the existence of CEBSs. He raises the interesting question about the existence of certain CEBSs in non-elementary abelian \(p\)-groups.
