The authors extend the results of \textit{N. K. Gavrilov} and \textit{L. P. Shil'nikov} [Mat. Sb., Nov. Ser. 88(130), 475-492 (1972; Zbl 0251.58005), 90(132), 139-156 (1973; Zbl 0258.58009)] on a topological conjugacy between a surface diffeomorphism having a dissipative hyperbolic periodic point with certain types of quadratic homoclinic tangencies and the full shift on two symbols. In this note (to be viewed as an addendum to [\textit{K. Burns} and \textit{H. N. Weiss}, Commun. Math. Phys. 172, 95-118 (1995; Zbl 0945.37003)]) the authors show that such a diffeomorphism with a one-sided isolated homoclinic tangency having any order contact (infinite order also admissible), possesses a horseshoe near the homoclinic point.
