    A premodular category over a field~\(k\) is an abelian \(k\)-linear semisimple category with a finite number of simple objects and with a ribbon structure. A premodular category is modular if an associated matrix, called the \(S\)-matrix, is invertible. Modular categories yield Reshetikhin-Turaev and Turaev-Viro invariants of \(3\)-manifolds; they also yield topological quantum field theories. This paper considers the problem of associating modular categories to premodular categories over an algebraic closed field. It gives necessary and sufficient conditions in characteristic~\(0\), and it gives sufficient conditions in general. As an example, it gives conditions for \(3\)-manifold invariants and topological quantum field theories to be associated to quantum \(\text{SL}_N\) and quantum \(\text{PGL}_N\).
