    The nef and big Cartier divisor \(D\) on the complete log canonical algebraic surface \((X,{\Delta})\) over \(\mathbb{C}\) is called nef and log big if \(\deg(D|_C) >0\) for any irreducible component \(C\) of the reduced part of \(D\). In this paper, there is given a proof of the following theorem: Let \((X,{\Delta})\) be as above, and let \(H\) be a nef Cartier divisor on the surface \(X\) be such that for some \(a \in \mathbb{N}\) the divisor \(aH - (K_X + {\Delta})\) is nef and log big. Then for any sufficiently large integer \(m\) the complete linear system \(|mH|\) is free from base points. This gives a proof in dimension 2 of the same statement for log canonical varieties conjectured by \textit{M. Reid} in \S 10 of the paper by \textit{V. Shokurov}: Russ. Acad. Sci., Izv., Math. 40, No. 1, 95-202 (1993; Zbl 0785.14023).
