    In part I the authors formulate a boundary value problem which provides for the title problem dispersion curves associated with disturbances in the upper layer (free surface wave modes). Part II examines the surface wave propagation through a stratified half-space that consists of an upper layer with non-classical continuum properties, and rests on an classical elastic half-infinite substratum. Using a second-gradient continuum formulation and a Cosserat continuum formulation for the upper layer, the authors assess the effects of particle displacements and particle rotations.
