      Let \(\alpha\) be a nonzero algebraic integer of degree \(d\) with conjugates \(\alpha_1,\dots,\alpha_d\) over \({\mathbb Q}\). Fix \(\theta \in (0,\frac{\pi}{2})\). Assume that the conjugates of \(\alpha\) all have their arguments in \([-\theta,\theta]\). Set \[ s'_2(\alpha)=\frac{1}{d} \sum_{i=1}^d |\alpha_i|^2. \] In this paper, the author computes the smallest possible value of \(s'_2(\alpha)\) for eleven subintervals of \(\theta \in (0,\frac{\pi}{2}]\) For example, this smallest value equals \(2\) and is attained at the algebraic integer with minimal polynomial \(z^2-2z+2\) when \(\theta \in [\frac{\pi}{4},\frac{\pi}{4}+\delta]\) (with some explicit \(\delta\)). The author uses the method of explicit auxiliary functions for which the involved polynomials have been found by a recursive algorithm.
