In this paper, the authors mainly prove the $L^p(\mathbb{R}^{n+1})$-boundedness of the following integral operator \[ \mathscr{R}f(x) := \int_{\mathbb{R}^n} f(x-\Gamma(t)) \frac{e^{-2\pi i|t|^{-\beta}}\Omega(t)}{|t|^{\alpha+n}} \,\mathrm{d}t \] if the kernel $\Omega(t)/ |t|^n$ satisfies some conditions, where $\Gamma(t):=(t,|t|^k)$ and $t:=(t_1,t_2,\dots,t_n)$. The aim of this paper is to extend the curve in [\textit{S. Chandarana}, Pac. J. Math. 175, No. 2, 389--416 (1996; Zbl 0865.42013)] to surfaces with some curvature conditions. More concretely, for $n\geq 2$, the authors obtain the $L^2(\mathbb{R}^{n+1})$-boundedness of $\mathscr{R}$ under $\beta>2\alpha>0$. Moreover, $\mathscr{R}$ is not bounded on $L^2(\mathbb{R}^{n+1})$ if $\beta<2\alpha$. Furthermore, the authors also obtain the $L^p(\mathbb{R}^{n+1})$-boundedness of $\mathscr{R}$ for $\frac{\alpha}{\beta}<\frac{1}{p}<\frac{\beta-\alpha}{\beta}$ under $\beta>2\alpha$. The proofs rely on oscillatory integrals theory and Bessel function.
