    The paper develops a series of tools for the study of KMS-weights on graph \(C^*\)-algebras and KMS-states on their corners. A special class of directed graphs, called meager, is introduced using a certain condition on the ends of a graph, and the structure of KMS-weights for the generalized gauge actions on the \(C^*\)-algebra of a meager graph is described. It is shown how the structure of KMS-weights for a generalized gauge action on the \(C^*\)-algebra of a row-finite strongly connected digraph can be determined from similar actions on primitive AF-algebras. For many graphs including Cayley graphs of finitely generated groups, it suffices to consider generalized gauge actions on simple AF-algebras. Several examples are provided, in particular, a simple unital \(C^*\)-algebra with a periodic one-parameter action is constructed such that there are \(\beta\)-KMS states for all \(\beta\in(0,\infty)\) and the simplices of \(\beta\)-KMS states are not affinely homeomorphic for any pair of different~\(\beta\)'s.
