This paper, after Cartan-Eilenberg, develops some interesting machinery in order to help with spectral sequence computations. In particular, obstructions to the convergence of the spectral sequence associated to a Cartan-Eilenberg system can be computed as the kernel of a limit/colimit interchange morphism. In particular, this morphism is shown (in their cases) to always be a surjection; this fact is applied to some compuations of the \(S^1\)-Tate spectral sequence. The paper does an excellent job outlining the necessary background on spectral sequences before launching into the main project of Cartan-Eilenberg systems. The arguments are laid out well and the use of commutative diagrams is highly effective. Any reader with an interest in homological algebra could attack this paper immediately, though the applications of the main result are a little more technical.
